S. 2590, the Federal Funding Accountability and Transparency Act

I think that S. 2590, the Federal Funding Accountability and Transparency Act just passed the Senate on a voice vote. This is the "no secret earmarks" bill, subjected to a secret hold by Senator Stevens.

Quite a bit of earlier discussion at NRO Corner - Stevens Hold

UPDATE @ Sept 9

Yep. It was passed. The Congressional Record indicates speeches by Lautenberg, Coburn and Obama, but there were no such speeches delivered last night. I think that at the time the bill was passed, only Senators Frist and Allen were in the chamber, Allen being in the chair.

The bill (S. 2590), as amended, was ordered to be engrossed for a third reading, was read the third time, and passed.
