Week Three?  Yes.  This is the bill scuttled in July after a theatrical all-nighter 
dedicated to Levin/Reed S.Amdt.2087 (to provide for a reduction and transition of United 
States forces in Iraq), which culminated in a failed cloture vote.  Rather than finish

I've been commenting at various places about the functions of the FISA modernization.  It's a radical change in 
privacy law relating to electronic communications that cross a US border.  Now, all such communications can be 
obtained without a warrant.  Those communications are presumed to contain foreign intelligence information.
